TDIU eligibility (38 CFR 4.16) turns on whether service-connected disabilities prevent "substantially gainful employment," judged on your individual facts. "Marginal employment" (earnings below the federal poverty threshold) does not disqualify you. Even below the schedular thresholds, TDIU can be granted on an extraschedular basis (4.16(b)).
